記者康仁俊／台北報導 針對陸軍下士洪仲丘猝死獲頒陸光乙種獎章以及旌忠狀引發社會批評，國防部表示，旌忠狀不需經過國防部長、行政院長及總統核定，對於陸軍司令部相關處理作業尚欠周延處，國防部也深表歉意。 國防部4日晚間發布新聞稿表示，洪仲丘因「漢光29號實兵演習」期間，負責機動運輸、輸具調動等全般事宜，陸軍司令部追頒「陸光乙種獎章」乙座，並依規定及權責辦理追晉中士。 國防部表示，依據旌忠狀作業規定：亡故官兵，生前曾受政府頒給勳、獎章者，循例由單位申請頒給旌忠狀；其作業程序係分層負責，由陸軍司令部向後備指揮部提出申請，並經後備指揮部審認後核發，無須經過國防部長、行政院長及總統核定。 國防部並指稱，對於陸軍司令部相關處理作業尚欠周延處，「國防部深表歉意」。
