日本在二次大戰後建造最大型戰艦22DDH級直升機驅逐艦，首艦「出雲號」（舷號183）在8月6日下水，西方和大陸軍事專家都指出，這艘直升機驅逐艦實際上是日本自衛隊擁有的第一艘輕航艦，可起降F-35隱形戰機，能與大陸「遼寧號」航艦匹敵。
根據日本媒體報導，「準航艦」22DDH在日本橫濱造船廠下水，這不是史上日本軍艦首次以「出雲號」命名，日俄戰爭期間，「出雲號」曾被用來命名侵華海軍旗艦，並曾於1937年抵達上海，最終於1945年7月24日被美軍擊沉。「出雲號」直升機驅逐艦下水的今天，同時也是美軍在日本廣島投下原子彈爆炸的68周年紀念日。
由於二戰期間，日軍曾用航艦與美國交戰，因此美國在戰後重建日本的過程中，禁止日本建造具有攻擊能力的航空母艦。日本只好用掛羊頭賣狗肉的方式，以「直升機驅逐艦」（DDH）名義，興建能夠搭載艦載機的「類航母」。
日本海上自衛隊第一代的直升機驅逐艦「榛名級」及其改進型「白根級」，只是改良自一般驅逐艦，加大了飛行甲板而已，可以搭載3架反潛直升機，並不具有多大航空戰力。但是日本以此為基礎，於1990年代建造採用了直通甲板及艦島式建築的「大隅級」登陸艦，這舉標誌著海上自衛隊向擁有航母邁出了第一步。
進入21世紀後，日本建造噸位更大的「日向級」（16DDH）以替代「榛名級」，「日向級」滿載排水量接近2萬噸，已接近英國「無敵級」輕型航母。在「日向級」誕生之後，日本海上自衛隊並未因此滿足，決心建造噸位更大的22DDH直升機護衛艦。
