榮化拿三十億土地擔保　市府取消假扣押

7月31日深夜李長榮化工在高雄苓雅區大量外洩丙烯，發生石化大氣爆，造成32人死亡，三百多人受傷，高雄市政府於8月6日向法院提出對榮化假扣押，8月8日法院也裁准。李長榮提出價值三十億元土地設定抵押，超過高雄市政府求償19 億元，市府今表示同意取消假扣押。
 
高雄市政府為防止榮化脫產，向法院申請假扣押榮化資產，榮化則在中國信託商銀開設銀行保證付款的「備償專戶」，先行提存5億元，作為災民後續處理基金。
 
高雄市政府發言人丁允恭今天表示，市府上月對榮化提出假扣押或法院同意，若要執行，今天就要繳交擔保金6億多元，在經過市府積極協商後，榮化提出的設定抵押方案，能夠使市民與市府債權獲得擔保，且保障額度超過假扣押範圍，因此已與榮化達成協議，採此一更佳方案保障災民權益，而不再進行假扣押。一切以災民利益為最高原則。（涂建豐／高雄報導）
