【石明啟／桃園報導】高等軍事法院羈押庭中延至今天凌晨一時許，檢辯雙方互槓，軍事檢察官詢問副旅長何江忠，七月九日旅長要求召開會議，是不是要你們串供？何的辯護律師表達被告已經表達被告已陳述過，雙方爭辯，審判長出面打圓場，要雙方語氣平和。

軍事檢察官認為，何江忠指稱因為不想接542同事電話，因而使用易付卡，其實何江忠大可同袍打電話時不接即可，無需換電話。認為他使用易付卡手機，為規避監聽並勾串共犯，且七月九日何江忠召集連長徐信正和兩位士官，據連長指證當時何談了三十分鐘至一個小時，但何的證詞只有短短數句，許多內容沒有交代，認為他有串證之虞，建請法院羈押。

推動創新經濟，提升國家整體競爭力，馬英九總統去年指示研議設置「總統創新獎」，今天正式啟動。馬總統致詞時表示，希望藉由創新獎的設置，讓創新變成全國性的運動，並以創新成果產業化為最大目的。

總統創新獎共設置有科技研發、文創加值、服務創新、人才培育，每兩年遴選一次，遴選對象包括產、官、學、研等團體單位及個人組，個人組當中為強調青年創新的重要，另外設置有青年組。參選方式包括公開徵求及推薦參選，每位得獎者可獲得獎金200萬元、證書及獎章，並可在國家級「創新講座」擴散成功經驗。

馬總統指出，除了產、學、研各界的創新，他期盼「政府創新」的可能。他以金融海嘯期間央行連續七次降息、行政院提出銀行存款全額保障、消費券等例子，視為政府創新的典範，並期盼剛上路的自由經濟示範區，能夠成為創新實例。
