由於國安局的安全漏洞，史諾登可以在各領域內讀取任意文件，已經發現的洩密文件涉及範圍之廣令安全局「震驚」。
實習記者王夢琪╱綜合報導 史諾登透露的機密文件，顯示美國政府確實在進行訊息監聽。日前，德國《明鏡》副刊根據這些文件發現，被美國監聽的對象，居然還包括聯合國總部！ 除此之外，位於維也納的聯合國國際原子能總署（IAEA）和位於紐約的歐洲聯盟（EU）使節團辦公室，也統統遭到了美國國家安全局（NSA）的監控。這些，在史諾登提供的文件中，表現為歐盟辦公室的建築圖、資訊科技基礎建設和伺服器等。 根據文件，美國國安局2012年夏季就破解了聯合國內部視訊會議的密碼，此後三週內解密的通訊數目從12筆驟增為458筆。 據悉，NSA對全球80多個使領館都實施了密集且周詳的監聽，該計劃被稱為「特藏服務」（Special Collection Service），不過似乎和防衛恐怖分子沒什麼關係。
