執意推菸捐調漲　國健署長：這是殘忍的慈悲

國內約有350萬癮君子，國健署署長邱淑媞今表示，菸品健康捐已5年沒調整，將在立院本會期推動修《菸害防制法》，調高菸品健康捐，從20元漲到40元，而菸稅則每包調高5元，從11.8調高到16.8元，每包菸價預計會調漲25元，邱表示，這是「殘忍的慈悲」，因為每包菸價調高25元，預計可減少74萬名癮君子，所以希望菸商不要再杯葛，審查法案也能超越藍綠。
 
邱淑媞表示，根據《菸害防制法》規定，菸捐必須每2年檢討一次，但過去受到外界的杯葛壓力，導致已經5年沒有修法調整菸捐，使得台灣的菸價仍維持偏低的水準，當外國人來台灣買的伴手禮不是鳳梨酥，而是菸時，就是國恥，所以她強調希望在本會期推動修法，調漲菸捐。（張博亭／台北報導）
