獎勵有功員警　議長李全教頒發破案獎金40萬元

臺南市議會議長李全教29日率領林燕祝、蔡玉枝、蔡育輝、趙昆原等多位議員，前往臺南市警察局頒發破案獎金斷掌案30萬元以及棄屍案10萬元，以表揚有功人員。李議長對於勞苦功高的警察表示肯定，並認為首都加給不但不能沒有，而且不能為6都最少。

議長李全教表示，國家社會安寧有賴勞苦功高的警政人員協助維護秩序、整頓交通，為人民守護治安，然而基層警力長期吃緊、警察勤務繁重卻成為警界普遍心聲。因此首都加給不但不能沒有，而且不能是6都最少。

市警局學甲分局於元月9日破獲棄屍案，新化分局和刑事警察大隊聯手於元月18日偵破新化區擄人斷掌案，議長李全教分別頒發10萬元及30萬元獎勵金給有功人員，由學甲分局長黃光榮及刑事警察大隊長朱宗泰代表接受。
